Internet Crimes Against Children (ICAC) UnitAs remarkable as the Internet is, the "information superhighway" holds hidden dangers for children. Most children do not understand online risks and few parents are sufficiently familiar with them and/or Internet technology to effectively guard against them. These problems must be addressed. This requires unprecedented collaboration and cooperation between government entities (including law enforcement agencies), the Internet industry, schools, corporations, families and others. Broad access to quality content on the Internet must be a community priority, where all involved identify and implement appropriate solutions. The Nebraska State Patrol ICAC Unit works closely with the LaVista, Lincoln, Omaha and Norfolk Police Departments. These agencies are sub-grant funded to provide online and forensic capacity to agencies in need of assistance To address these problems more effectively, a federally funded Internet Crimes Against Children Task Force has been established. The task force, administered by the Department of Justice’s Office of Juvenile Justice and Delinquency Programs, allows the Nebraska State Patrol to combat Internet crimes against children. Although the federal program gives state and local law enforcement agencies the tools to conduct investigations to protect children from crimes involving the Internet, your help is needed. Notify the Nebraska State Patrol or the Cyber TipLine (links below) if you know a child who has been contacted via the Internet by someone soliciting sexual interaction or if you know someone who is attempting to entice children using the Internet. The Nebraska State Patrol Internet Crimes Against Children (ICAC) Unit was created as a result of an Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant that began on January 1, 2000. The NSP ICAC Unit is one of 56 federally funded task forces in the United States. Nebraska State Patrol ICAC Personnel The Nebraska State Patrol ICAC Unit is made up of Sergeant Todd Wiley, Investigator Nathan Malicky, Investigator Eric Jones, Computer Analyst Tracy Uribe, Computer Analyst Laurie John, Computer Analyst Brian Meyer and Crime Analyst Lauren Mollard. In addition, the following investigators act as troop area specialists: To date, the NSP ICAC Unit has worked both proactive and reactive cases in child pornography and online enticement of children for sexual purposes. These cases have led to arrests in Nebraska, Colorado, Massachusetts, North Carolina, New York and Texas. In addition, the Nebraska State Patrol ICAC unit has presented Internet Safety programs to over 500 groups comprising approximately 60,000 people. These include civic, government and school groups. In 2004, the Nebraska State Patrol, in partnership with the Nebraska Attorney Generals Office, commissioned a videotape public education program titled "Keeping Kids Safe Online". This tape has been distributed to the Educational Services Units and the public statewide. With the assistance of Cox Communications Omaha and Lamar Outdoor Advertising, the Nebraska ICAC Unit has promoted public safety advertisements with Shaquille O'Neal and Internet Safety Billboards.

Continued funding from this grant allows the Nebraska State Patrol and it's forensic affiliates to equip and staff computer forensic personnel. Since its inception, hundreds of computers have been analyzed in connection with cases across the state. This service is provided to all law enforcement agencies in the state for child exploitation cases. The typical suspect home computer takes the analyst approximately 80 hours to complete.
